  17. <p>A bank note issued by Zaire's Mobutu touches off military rioting

  19. <p>     The spark this time was a new bank note that testified by its
  20. denomination alone to decades of misrule in Zaire: 5 million
  21. zaires, valued at a purported $2. The bill was floated by the
  22. country's long-ruling and long-embattled dictator Mobutu Sese
  23. Seko--and was promptly declared worthless by his rival in a
  24. power standoff, transitional Premier Etienne Tshisekedi. Most
  25. merchants refused to accept the disputed tender. When Zairian
  26. soldiers were paid with it, they went on an armed rampage,
  27. looting shops and the homes of several thousand Europeans who
  28. live in the former Belgian colony.

  30. <p>     As many as 50 civilians were killed in the violence,
  31. including at least seven foreigners. Among them: French
  32. Ambassador Philippe Bernard, 61, who apparently died in a
  33. machine-gun attack on his embassy as he watched the
  34. disturbances. On Friday, Paris and Brussels dispatched a
  35. combined force of 700 troops to the region to protect and
  36. possibly evacuate their nationals.
